Middlebury — Elizabeth Neilson, 23, of Middlebury was stopped by Vermont State Police on Cross Street for an expired inspection sticker Nov. 7. It expired the last day of October. Police said Neilson was also civilly suspended as a driver. VSP had Cross’ vehicle towed and she was issued multiple traffic tickets.
